New York Wine & Culinary Center Adds ? But Now Says it Will ...

The New York Wine & Culinary Center will excite, inspire and engage New Yorkers and the world in a celebration, understanding and appreciation of New York wine and food through educational programming and partnerships, making it a part of their everyday lives.

That excerpt from the New York Wine and Culinary Center?s (NYWCC) website would seem to say it all.?New York deserves a place to showcase its agricultural wonders without the distraction of other regions.

Unfortunately, according to a recent email newsletter from the New York Wine & Grape Foundation, ?the newly renovated restaurant at the NYWCC, ?now known as the Upstairs Bistro, has significantly changed its wine list. The list, which previously listed only New York wines, will now list fewer wines from New York and include non-New York wines.

Upstairs Bistro?officially opened last Friday at the New York Wine & Culinary Center in Canandaigua, with a new name, a new look, a new menu, and a new wine list.? Formerly the ?Taste of New York? restaurant, the Upstairs Bistro includes a bar area, main dining room, and seating on a wrap-around deck overlooking Canandaigua Lake.? The decor features brighter colors and a wine bottle with flowers at each table.? The new menu includes reasonably priced starters and salads, pizzas, light fare and sandwiches, entrees, side dishes and, of course, desserts.? The selection of New York beers has been expanded while the number of New York?wines has been greatly reduced to 10?choices from various regions, now joined by wines from California, Chile,?France, Italy, and New Zealand.? The wine list, menu and other information are at?www.upstairsbistro.com, which includes a ?Contact? option for comments or suggestions; or email?info@nywcc.com, phone?585-394-7070.

Not surprisingly, some in the New York wine industry are ? I think rightfully ? disappointed by this decision.

?There?s a lot of hard-working people in this state who struggle mightily, not only to produce quality products, but for recognition of those efforts. It seems unconscionable to me that an entity that wears the badge and flies the flag for New York winegrowers and farmers would throw that same dirt in our faces. The local food and local wine movement is sweeping across the nation ? how can any one place be so far on the wrong side of a trend?? said Jim Silver, General Manager at Peconic Bay Winery. ?Carlo Devito, ?owner of Hudson-Chatham Winery even took the occasion to write a mock news story, implying that the non-New York wines were mocking the New York wines.

He?is not alone. Others contacted me privately but declined to speak on the record.

The question that must be asked is simply, why?

In an email, Jim Trezise, President of the New York Wine and Grape Foundation and member of the NYWCC board, told me ?that he thinks the Bistro?s wine list should only include New York wines, saying ?I was unaware of this decision until after the ?ribbon cutting? (ceremony), and was not consulted. ? He added, however, that the Foundation has never had any input into the NYWCC?s wine selections.

Next, I emailed Alexa Gifford, Executive Director of the NYWCC, who yesterday told me that their ?focus has been and will continue to be New York? but that ?We did add five non-New York wines to our wine selection to meet customer requests.?

She also characterized the non-New York wines as a ?trial? saying that they would ?track the wine sales.? Since the?Upstairs Bistro on May 18, 81 of the 84 bottles of wine sold have been New York wines.

The full drinks list at Upstairs Bistro. The list was removed from the NYWCC site this morning.

Taking a look at the?wine list?(which has been removed from the NYWCC website) the non-New York wines include a Kim Crawford Sauvignon Blanc and a Clos du Bois Chardonnay, both distributed by Constellation Brands, whose CEO, Robert Sands, serves as President and Chairman of the NYWCC board.

Gifford told me yesterday, however that ?Mr. Sands was not involved in the wine selection process at all.?

My plan for early this morning was to dig deeper to find out just how the wine list is put together ? the who, the how and the why. Why choose mediocre Bordeaux or New Zealand sauvignon blanc when there are better wines made on Long Island? Why pour an Italian Moscato when there are off-dry sparkling rieslings available in the Finger Lakes??And perhaps most importantly, why choose Constellation Brands wines, risking the?perception?that Mr. Sands may have perhaps undue influence?

But then I received an email from Gifford today telling me ?We have already pulled the non-New York wine off the list. ?

That is, of course, the correct decision regardless of any sales numbers. Customers visiting NYWCC should be greeted with the best New York has to offer. They deserve it and so do the farmers, brewers, distillers and winemakers of the state.

Gifford signed off her last email to me earlier by saying ?The NYWCC has purchased nearly $2 million of New York wine since opening and will continue to support and promote New York agriculture.?

For that the NYWCC should be commended. Hopefully the decision to sell non-New York wines was nothing more than a one-time mistake.

For those who are not among the cognoscenti, a pasty is a traditional and tasty food that resembles a meat and potato pie. It has almost iconic status in its place of origin, the distant and beautiful county of Cornwall.

In days gone by, it was the food of miners and farmers -- a robust parcel of pastry (so legend has it) that could be dropped steaming hot down a mine shaft to the menfolk below or thrown over a high hedge to the agricultural laborers on the other side.

According to folklore, in one end there was savory meat, spuds and turnip and -- on the other side of a pastry wall -- fruit jam.? Entree and dessert all in one steaming package.? Genius.

No wonder a simpler version was adopted all across the country.? It has become a staple of many a working lunch, snatched from the oven of a high street food store and wolfed down on the nearest bench or at a desk.

Iran Uranium Enrichment: Iran Says No Reason To Stop 20 Percent Enrichment

TEHRAN, Iran -- Iran's nuclear chief said Sunday there are no reasons at the moment for his country to halt production of uranium enriched to 20 percent, a key demand of world powers.

The West is concerned that the 20-percent enrichment could quickly be turned into nuclear weapons-grade material. Iran insists its nuclear development program is for peaceful purposes.

The nuclear chief, Fereidoun Abbasi, was quoted by the semiofficial ISNA news agency as saying that Iran will continue the higher enrichment level for a medical research reactor that produces isotopes for treatment of about 1 million cancer patients in Iran.

"There is no reason for us to back down on 20 percent-level enrichment, because we produce only as much 20 percent material as we need," Abbasi said. "Not more, not less."

He also said Iran has not yet been convinced to allow the U.N. nuclear agency access to a military complex to probe suspicions that in 2003, Tehran secretly tested explosives needed to set off a nuclear bomb. The suspected blasts would have taken place inside a pressure chamber.

Abbasi's statement about enrichment echoed Iran's objections last week at a meeting with world powers in Baghdad to a proposal to suspend 20 percent enrichment in exchange for a U.S.-supported package that would include supplying Iran with radioactive material and civilian plane spare parts.

Iran seeks to have Western oil embargo and banking sanctions eased before considering suspension of 20 percent enrichment.

The six powers ? the United States, Russia, China, Britain, France and Germany ? fear the higher-enriched uranium could be quickly boosted to weapons-grade material of 95 percent.

U.S. officials have said Washington will not ease its insistence that Iran must fully halt uranium enrichment, but speculation is increasing that the priorities have shifted to block the 20 percent enrichment level while possibly allowing Iran to maintain lower-level nuclear fuel production, at least for now.

Abbasi said a visit by IAEA to Parchin military site, southeast of Tehran, will not come any time soon.

"We haven't been convinced yet (to allow an IAEA visit to Parchin). No reasons and documents have been presented to enable us to arrange a visit to Parchin, which is a military site," he was quoted by ISNA as saying.

Iran has never said whether the alleged chamber existed, describing Parchin as a conventional military site, not a nuclear facility.

Iran previously said IAEA inspectors would be allowed to visit Parchin, but first there would have to be agreement between the two sides on guidelines for the inspection.

(AP) ? Nepal sank into political turmoil Monday after lawmakers failed to agree on a new constitution, leaving the country with no legal government. The premier called new elections, but critics said he lacked the power to do so.

Security forces went on high alert, although Katmandu was largely quiet due to a national holiday. Riot police patrolled the streets after several political parties called for rallies to demand the resignation of Prime Minister Baburam Bhattarai and protest his unilateral decision to call elections for November.

"The country has plunged into a serious crisis," said Ram Sharan Mahat, a senior leader of the country's second-largest party, the Nepali Congress, who said that six months would not be enough time to prepare for new polling.

"This government has no legitimate grounds to continue," he said.

The squabbling political parties in Nepal's Constituent Assembly had failed to agree on a new blueprint for the Himalayan nation by their own deadline of midnight Sunday, despite repeated extensions of the due date over the past four years.

A key sticking point was whether the country's states should be drawn to give regional power bases to ethnic minorities.

Writing the new constitution was supposed to cap an interim period aimed at solidifying details of Nepal's democracy after the country turned the page on centuries of royal rule and resolved a decade-long Maoist insurgency by bringing the former combatants into the political mainstream.

Bhattarai, from the party of former Maoists, said the previous constitutional assembly, elected four years ago, had failed and must be dissolved, and that he would head a caretaker government until the Nov. 22 elections.

"We have no other option but to go back to the people and elect a new assembly to write the constitution," Bhattarai said in his announcement.

However, his plan immediately drew criticism from legal experts, who said any plans for new polling should be made in consultation with the country's other political parties.

"It was politically, legally and morally incorrect of the prime minister to announce fresh election," said constitutional and legal expert Bhimarjun Acharya.

Police spokesman Binod Singh said thousands of police officers have been deployed in Katmandu and major cities across the country to stop any violence in coming days.

Police had clashed briefly with protesters Sunday outside the Constituent Assembly, where political leaders from the country's four main parties had been meeting in a last-minute attempt to agree on a new constitution before the deadline.

Much of the debate was over whether to draw state boundaries in a way to boost the political power of the country's ethnic minorities.

Nepal's minority ethnic groups and low-caste communities were overshadowed for centuries by the country's elite. In the past couple years, as Nepal has struggled to create a new government, those divisions have given rise to caste- and ethnic-based politicians, who insist their long-marginalized communities deserve to live in states that maximize their influence.

Thousands of protesters opposed to states drawn along ethnic and caste lines tried to push through a riot police blockade. Police pushed back and a scuffle ensued, with protesters throwing stones and police responding with tear gas and batons. Three policemen and several protesters were injured.

On the other side of the assembly hall, thousands of people demonstrated in support of states based on ethnicity. A thick police line kept the opposing groups apart.

The Constituent Assembly was elected to a two-year term in 2008 to draft a new constitution but has been unable to finish the task. Its tenure has been extended four times, but the Supreme Court rejected any further extensions.

The assembly's formation came two years after pro-democracy protests forced Nepal's king to give up authoritarian rule and restore democracy in the country. One of the assembly's first decisions was to abolish the centuries-old monarchy and convert Nepal into a republic.

The political parties have been able to resolve some other thorny differences in the past, including the future of thousands of Maoist rebel fighters who were confined to camps after giving up their armed revolt in 2006. However, they have not been able to agree on the ethnic issue.

BEIRUT (AP) ? Syria on Sunday strongly denied allegations that its forces killed scores of people ? including women and children ? in one of the deadliest days of the country's uprising, and the U.N. Security Council held an emergency session on the massacre.

The killing of more than 100 people in the west-central area of Houla on Friday brought widespread international criticism of the regime of President Bashar Assad, although differences emerged from world powers over whether his forces were exclusively to blame.

Britain and France had proposed issuing a press statement condemning the attack and pointing a finger at the Syrian government, but Russia told Security Council members it could not agree and wanted a briefing first by Norwegian Maj. Gen. Robert Mood, the head of the U.N. observer team in the country. Russia has been Syria's most powerful ally during the uprising, and along with China has used its veto power to shield Damascus from U.N. sanctions.

The massacre in Houla on Friday cast fresh doubts on the ability of an international peace plan put forward by envoy Kofi Annan to end Syria's 14-month-old crisis.

The brutality of the killings became clear in amateur videos posted online that showed scores of bodies, many of them young children, in neat rows and covered with blood and deep wounds. A later video showed the bodies, wrapped in white sheets, being placed in a sprawling mass grave.

Mood told the Security Council that U.N. observers at the scene now estimate 108 people were killed in Houla, U.N. peacekeeping chief Herve Ladsous told reporters outside the council chamber. The U.N. later counted 49 children and 34 women among the dead.

The U.N. had earlier said its observers found tank and artillery shells at the site, suggesting the regime's well-equipped forces were to blame.

A council diplomat, speaking on condition of anonymity, said that after Mood's briefing, council members began working on the text of a press statement that would be along the lines of a statement issued Saturday by U.N. Secretary-General Ban Ki-moon and Annan, his predecessor and the joint U.N.-Arab League envoy to Syria. Their statement condemned the "indiscriminate and disproportionate use of force" in violation of international law and Syrian commitments to stop using heavy weapons in populated areas. They demanded that the Syrian government stop using such weapons.

Activists from the area said the army pounded the villages with artillery and clashed with local rebels after protests Friday. Some activists said pro-regime thugs later stormed the area, doing the bulk of the killing by gunning down men in the streets and stabbing women and children in their homes.

The Syrian government rejected that narrative Sunday, painting a vastly different picture.

Speaking to reporters in Damascus, Foreign Ministry spokesman Jihad Makdissi said Syrian security forces were in their local bases Friday when they were attacked by "hundreds of heavily armed gunmen" firing mortars, heavy machine guns and anti-tank missiles, staring a nine-hour battle that killed three soldiers and wounded 16.

The soldiers fought back, but didn't leave their bases, he said.

"No Syrian tank or artillery entered this place where the massacres were committed," he said. "The security forces did not leave their places because they were in a state of self-defense."

He blamed the gunmen for what he called a "terrorist massacre" in Houla and accused the media, Western officials and others of spinning a "tsunami of lies" to justify foreign intervention in Syria.

Makdissi did not provide videos or other evidence to support his version of events, nor did he give a death toll. He said the government had formed a committee to investigate and share its findings with Annan, who is due to visit Damascus in the coming days.

Throughout the uprising, the government has deployed snipers, troops and thugs to quash protests and shelled opposition areas.

A video released by the U.N. team in Syria on Sunday showed observers in Houla the day after the attack, meeting with local rebels and watching residents collect more bodies for burial. It also showed two destroyed armored personnel carriers ? suggesting that local rebels put up more of a fight than the activists acknowledged.

At U.N. headquarters, Russia's deputy U.N. ambassador Alexander Pankin told reporters as he headed into the closed-door Security Council meeting that "there is substantial ground to believe that the majority of those who were killed were either slashed, cut by knives, or executed at point-blank distance."

"We have to establish whether it was Syrian authorities ... before we agree on something," he said.

Annan's peace plan for Syria, sponsored by the U.N. and the Arab League, is one of the few points of agreement among world powers about Syria's crisis, which began in March 2011 with protests calling for political change. As the government violently cracked down on the uprising, many in the opposition took up arms to defend themselves and attack government troops.

The U.N. put the death toll weeks ago at more than 9,000. Hundreds more have been killed since then.

Daily violence has marred the plan since a cease-fire was supposed to begin April 12. The Houla attack made Friday the deadliest day since the truce was announced, and has cast a shadow over Annan's visit.

In another defiant move, Syria on Sunday denied permission for Annan's deputy to travel to Damascus with his boss, a senior Arab League official said. The rejection of former Palestinian Foreign Minister Nasser al-Kidwa was intended as a slap to the Arab League, which suspended Syria's membership and approved sanctions against it last year.

The official spoke on condition of anonymity because of the sensitivity of the issue. Annan's spokesman declined to comment.

The Houla attacks caused outrage among American and international officials that Makdissi's comments Sunday failed to assuage.

British Foreign Secretary William Hague said he would summon Syria's most senior diplomat in the U.K. on Monday so the Foreign Office could "make clear our condemnation of the Syrian regime's actions."

Kuwait, which currently heads the 22-member Arab League, called for an Arab ministerial meeting to "take steps to put an end to the oppressive practices against the Syrian people."

Switzerland's Foreign Ministry urged that an international inquiry be convened, saying the killings "could constitute a war crime."

In Paris, the head of the exile Syrian National Council also condemned the killings.

"The kids of Houla are the kids of all of Syria," Burhan Ghalioun told reporters. "Killing the kids of Houla is like killing the kids of all of Syria."

Anti-regime activists scoffed at the government's version of events. One Houla activist said via Skype that the area had at most 300 fighters, but that none had more than rifles and that they often lacked ammunition.

"If we had anti-tank missiles, there would be no tanks left in the area," said Mohammed, declining to give his full name for fear of retribution.

Activists reported shelling, gunfire and arrest raids in opposition areas throughout the country Sunday as well as clashes between regime forces and rebels in a number of areas. The Britain-based Syrian Observatory for Human Rights said security forces killed at least 14 civilians, while rebels killed nine soldiers.

Activist claims could not be independently verified. The Syrian government bars most media from operating in the country.

Annan's plan calls for eventual talks between all sides on a political solution to the crisis.

The U.S. hopes Russia can use its influence with Damascus to press for a political transition similar to that seen in Yemen. In February, longtime Yemeni President Ali Abdullah Saleh passed power to his deputy in exchange for immunity from prosecution.

U.S. officials say Russia does not oppose a political transition in Syria in theory, but has not agreed to specific terms.
